OPERATING POLICIES AND PROCEDURES
Adopted: September 15, 2011
POLICY 1. FORMATION OF TEAMS
(01.01) San Diego Hoops (hereinafter referred to as “SD Hoops”) teams shall be formed in accordance with an annual league draft held by pre-determined team coaches.
(01.01.01) Coaches shall be recruited and assigned teams no later than thirty (30) days before the announced draft date;
(01.01.02) Attendance at the annual league draft shall be limited to coaches and members of the Board of Officers only.
(01.02) A participant must be paid, registered, and attend a minimum of one (1) Coaches Review session in order to be eligible to play during the season.
(01.02.01) Coaches Review sessions must be announced by the league no later than thirty (30) days in advance;
(01.02.02) The SD Hoops Board of Directors reserves the right to approve the registration of a participant who does not attend a Coaches Review session, with prior notice and application for approval.
(01.02.0) One Coaches Review shall be held in-season in order to evaluate players who wish to participate after the opening week; the date for this review shall be announced by Week 1 of the regular season.
POLICY 2. SCHEDULING
(02.01) For the 2011-2012 Season, games will be played on Wednesdays beginning with a night of exhibition games October 5, 2011. Games may be scheduled at 6:00, 7:00, 8:00, or 9:00pm at Golden Hills Recreation Center.
(02.02) It shall be the responsibility of the Commissioner to develop and publish the schedule of games; SD Hoops does not accept individual team requests for days off.
(02.03) The Commissioner shall make a reasonable attempt to give each team the same number of hourly time slots throughout the season.
POLICY 3. FEES
(03.01) All teams must pay team fees, and all individual players must pay their player fees, prior to opening day of the season in order to be eligible for League play.
(03.01.01) Players added to a roster after the first week of the season are exempt from the requirement to have paid by opening day.
(03.02) The fee for team registration is four hundred dollars ($400) per team; for sponsors of more than one team and sponsors who sponsored a team in 2010-2011, the fee is three hundred fifty dollars ($350).
(03.02.01) Collection of team fees shall be the responsibility of the Commissioner or his/her designate;
(03.02.02) Team fees shall be paid by check, made payable to SD Hoops;
(03.02.03) The Board of Officers reserves the right to arrange a payment schedule with any sponsor in good standing.
(03.03) Player fees for the 2011-2012 season are seventy-five dollars ($75) per player if paid by the Early Registration deadline, and one hundred dollars ($100) thereafter.
(03.03.01) It shall be a privilege of membership on the Board of Officers to be exempt from player fees so long as an individual shall serve as an Officer; this privilege is non-transferable to another participant should the Officer decide not to participate as a player.
(03.03.02) Player fees shall be submitted to the League online at www.sdhoops.net using PayPal; a player unable to pay fees online may submit fees in the form of a personal check made out to SD Hoops prior to their first game.
(03.03.03) Players who are added to a roster after the first week of the season shall make full payment of fees in the same manner as described in (03.03.02) above; fees shall be a pro-rated amount of the $100 registration fee, as determined by the Board of Officers.
(03.03.04) Player fees are non-refundable and non-transferable for any reason (such as injury or willful departure from the League), unless expressly approved by the Board of Officers; players who are sent on military deployment are entitled to a pro-rated refund of their player fees.
POLICY 4. REGISTRATION
(04.01) Players shall be required to register for the League prior to the league draft via the League website at www.sdhoops.net; once a registration is submitted, it shall be approved the Commissioner.
(04.02) All players must read and sign a waiver and code of conduct form, to be supplied by the league, before playing in their first game. This form must be submitted to an Officer or designate at the gym.
(04.02.01) Any player added to the roster on the day of a game – permissible if their inclusion shall prevent a team from forfeiting their game – must sign the waiver and code of conduct form before playing; however, they may pay their league fee up to forty-eight (48) hours after the completion of their first game;
(04.02.02) Failure to submit player fees by the deadline mentioned in (04.02.01) above shall result in disqualification from future participation until such fees are paid, and the participant’s team shall be charged with a forfeit of the game result.
POLICY 5. ROSTERS
(05.01) A team roster will consist of a maximum of eight (8) players; non-playing coaches are not considered players; the Board of Officers reserves the right to increase this maximum, or form a new team, for the purpose of allowing as many players into the League as possible.
(05.02) A SD Hoops player may only be on one (1) roster at any given time.
(05.03) A player may change teams only if he/she receives permission from their current and future team coach, as well as the Commissioner.
(05.03.01) Coaches shall not solicit players on existing rosters.
(05.04) Players must notify their coaches or an Officer if they intend to miss a scheduled game. Failure to do so three (3) times in one season will result in the player being replaced from the waiting list.
(05.05) Teams may add players at any time during the regular season, pursuant to the waiver rules established by the Board of Officers.
(05.05.01) Undrafted players are subject to a waiver process and must attend the in-season Coaches Review.
(05.05.01a) Each team may, but is not required to, send one representative to the in-season Coaches Review in order to observe new players;
(05.05.01b) At the conclusion of the in-season Coaches Review, players may be selected using a waiver process that is determined by the current regular season standings at the time of the Review; the team with the worst record receives first choice of new player, and so on.
(05.05.01c) A team may not select a player from this review unless at least one of its original eight (8) rostered players has left the League either due to suspension, willful departure, or injury; at no time shall a team’s roster exceed eight (8) eligible players.
(05.05.02) The Board of Officers reserves the right to exempt new players from the waiver process in select cases; consultation with League coaches shall be required if such a request is approved.
(05.06) To be eligible to participate in playoffs, a player must attend, in uniform and able to play, a minimum of fifty (50) percent of his/her team’s scheduled games during the regular season.
(05.06.01) This rule is not waived for in-season late roster additions; if a player joins a team in Week 4 of a 14-game season, they must still attend and be available to play at least seven games;
(05.06.02) Military deployment shall be an allowable excuse for waiving (05.06), and the Board of Officers reserves the right to waive the rule when other extraordinary circumstances prevail;
(05.06.03) A player who suffers injury during the season and cannot meet the games-played requirement may apply to the Board of Officers for playoff reinstatement;
(05.06.04) Suspension from a game makes a player ineligible to earn playing credit for that game;
(05.06.05) A player is not required to appear in a game in order to receive credit for attending.
(05.07) The Board of Officers may comment on, but make no policies regarding, individual playing time for rostered players; coaches will be solely responsible for managing all aspects of their team during the season.
POLICY 6. PLAYER AND MEMBER CONDUCT
(06.01) While the SD Hoops Board of Officers provides rules to conduct and sportsmanship, the Board of Officers reserves the right to make necessary action to halt disruptive behavior. Team coaches and players are asked to behave in a respectful manner toward the game, fans, teammates, opponents, referees, gym personnel, and Officers. Conduct complaints are considered serious and will be addressed with appropriate parties by the Board of Officers.
(06.01.01) At no time are physical altercations tolerated. Altercations shall result in immediate ejection and expulsion from the league for up to one (1) year, at the discretion of the Board of Officers;
(06.01.02) Only coaches may address referees concerning calls or application of rules;
(06.01.03) All bench players must remain off court during play unless summoned by officials;
(06.01.04) Any Officer, player, or non-playing League participant suspected of causing harm to the league either verbally, or through damages to property or theft of funds shall be investigated by the Board of Officers and any designated League members in good standing;
(06.01.04a) The accused shall receive written notification of allegations from the Commissioner and an invite to a hearing with the Board to discuss the evidence.
(06.01.04b) If the Board and its designates determine the allegations to be true, the Commissioner has the authority, in consultation with the Officers, to levy a punishment that may range from probation, up to a lifetime disqualification from participating in any SD Hoops activity; any suspension shall include the right for the accused to appeal his/her eligibility status on an annual basis.
(06.02) All players shall be required to agree to abide by the 2011 SD Hoops Code of Conduct; a player’s signature on the waiver and code of conduct form described in (04.02) above, shall signify their agreement under this section.
(06.03) Technical fouls shall result in the following punishments:

POLICY 7. LEAGUE DRAFT
(07.01) Draft order shall be determined by random draw at the beginning of the draft; the order shall consist of an ascending-descending “snake” (i.e. 1, 2, 3, 4, 5…8, then 8, 7, 6…1).
(07.02) The Commissioner shall administer the draft; only coaches/team representatives and Officers shall be present.
(07.03) The draft order shall include an adjustment, to be agreed upon annually between the Commissioner and coaches, that accounts for a correction in the variation of playing ability of the team coaches; such corrections shall be devised solely for the purpose of promoting roster-strength fairness and may affect the application of 07.01.
POLICY 8. JERSEYS
(08.01) Teams may have no more than one (1) player out of uniform for a regular season or playoff game; any player out of jersey must wear a dark or light colored shirt closely matching his/her team’s colors during that game.
(08.02) Jerseys shall be supplied by the League prior to Week 1 of the regular season; teams may elect to purchase their own jerseys provided they meet League requirements
(08.02.01) A jersey shall be deemed legal if it contains a unique number on the back and team sponsor logo on the front.
(08.02.02) Teams who elect to purchase their own jerseys must present a preview of their jerseys to the Commissioner for approval.
(08.03) Jean shorts, “cut-offs,” cargo shorts, jeans, or any other garment not assumed to be standard athletic apparel shall be worn during games.
(08.04) No jewelry of any kind may be worn during a game.
POLICY 9. GAME RULES
(09.01) Each game shall consist of two twenty (20)-minute halves using a running clock.
(09.01.01) The clock shall stop only in the following instances:
(09.01.01a) During a team time out.
(09.01.01b) On any dead ball during the final two (2) minutes of the second half or overtime, if the deficit is twelve (12) points or less.
(09.01.01c) If a referee calls time for reason due to court maintenance, injury, or any other reason at his/her discretion.
(09.02) The first and second overtime period shall be five (5) minutes in duration, with subsequent periods three (3) minutes in duration.
(09.03) Each team shall begin the game with four (4) time outs per game; in overtime games, each team begins with one (1) time out, regardless of whether a team used all of their regulation allotment.
(09.04) For games at 7:00, 8:00, and 9:00pm, one player from each team of the prior game must be available to help at the scorer’s table. The Board of Officers shall supply scorekeepers for the 6:00pm game.
(09.05) A team must begin with at least four (4) players in order to avoid a forfeit. There shall be a five-minute grace period at the beginning of the scheduled game time.
(09.05.01) A team must contact a member of the Board of Officers at least twenty-four (24) hours before their scheduled start time in order to avoid a forfeit penalty;
(09.05.02) Any team that forfeits a game without required notice mentioned in (09.05.01) above shall be required to pay a $25 fine to the Board of Officers prior to being eligible to play their next game.
(09.05.03) If at any point during a game that began as regularly scheduled, a team is reduced to three (3) available players, the opponent shall be considered the winner and the current score shall become final.
(09.06) A team must advance the ball beyond half court within ten (10) seconds of beginning a possession in their own half of the court; there shall be no penalty for “backcourt” violations.
(09.07) A player is disqualified from a game once they have committed six (6) personal fouls; a technical shall result in a personal foul being assessed against the player.
(09.08) Once a team has committed seven (7) team fouls, their opponent shall be in the “one-and-one” bonus. Once a team has committed (10) team fouls, their opponent shall be in the “double bonus” for the remainder of the half; the “double bonus” carries over from the second half into overtime.
POLICY 10. PLAYOFFS
(10.01) Playoffs shall begin the week following the conclusion of the regular season, using a seeded bracket; seeds shall be determined based on final regular season standings.
(10.01.01) A tiebreaker between two (2) teams shall be applied in the following order: 1) head-to-head record 2) point differential in head-to-head games 3) point differential in all games 4) average points scored in all non-forfeited games;
(10.01.02) A tiebreaker between three (3) teams shall be applied in the following order: 1) if a team has swept the other two teams, they shall be assigned the highest of the three seeds in question, with a two-team tiebreaker then being applied between the remaining two teams 2) highest point differential in games among the three teams, with a two-team tiebreaker then being applied between the remaining two teams 3) highest point differential in all games, with a two-team tiebreaker then being applied between the remaining two teams
(10.02) The highest seed in the playoffs shall always play the lowest remaining seeded team in each round.
(10.03) A third-place consolation game shall be played before the championship game.

Regarding matters not explicitly described, the ruling of the Board of Officers shall be final in all matters including, but not limited to, player eligibility, registration, disciplinary action, succession or any other matter.

LEAGUE BYLAWS

ARTICLE 1. NAME
(01.01) The name of the organization is “San Diego Hoops,” hereinafter referred to as “SD Hoops”
ARTICLE 2. OBJECTIVES
(02.01) The specific purpose for this organization is to be a permanently organized, not-for-profit basketball league dedicated to the promotion of amateur athletics for all persons regardless of age, race, creed, religion, national origin, sexual orientation, or HIV status, with special emphasis on the participation of members of the gay, lesbian, bisexual, and transgender community.
(02.02) SD Hoops is an independent basketball league that does not belong to any national organization and thus, adheres to its own policies and bylaws.
(02.03) SD Hoops is a voluntary participation organization.
ARTICLE 3. PARTICIPATION & FEES
(03.01) Individual participation on a team is available to any person who has registered through the league website (www.sdhoops.net) or received separate Board of Officers approval to participate. Individuals must be in good standing and maintain eligibility requirements as set forth by SD Hoops rules. Interested players must attend a minimum of one “Coaches Review” in order to be eligible to play.
(03.02) Individual fees for playing participants shall be paid by the individual in full by the league-sanctioned deadlines:
Early Registration ($75 per player) – Due by October 8, 2011
Final Registration ($100 per player) – Due before playing first game
(03.03) Individual fees for playing participants shall be paid by the individual, as uniformly set and communicated by the Board of Officers for all participants of SD Hoops.
(03.03.01) Players may apply for a payment plan, and the Board of Officers may approve a plan if critical financial need is proven. The Board of Officers is under no obligation to approve any request.
(03.03.02) Fees are waived for members of the Board of Officers. If an Officer resigns his/her position during the season but continues to play, he/she must pay a pro-rated amount of the $75 registration fee, as agreed upon by the Board of Officers.
(03.04) A player is eligible to participate as long as they are at least eighteen (18) years of age and can furnish proof of age upon request by the Board.
(03.05) Participation in SD Hoops is not transferable or assignable, except as approved by the Board of Officers. Should participation be terminated, either by the Board of Officers or the individual, the fees are not refundable.
Exception: Participants who can provide proof of military deployment during the season are eligible to apply to the Board of Officers for a partial or full refund of fees.
ARTICLE 4. BOARD OF OFFICERS
(04.01) The Board of Officers will consist of the Commissioner, Assistant Commissioner, Treasurer, Secretary, and Webmaster.
(04.02) It is the duty of the Board of Officers to manage all business and affairs related to the operation of SD Hoops. The Board of Officers is empowered to make decisions and act upon them in the best interest of SD Hoops, and shall report to coaches, or an appointed team representative, such pertinent activities as it has undertaken.
(04.03) Election of Officers:
(04.03.01) Nominations will be opened in the month of February at least three (3) weeks prior to Voting Day. Candidates may be self-nominated, nominated by an Officer, or nominated by any participant of SD Hoops in good standing.
(04.03.02) Nominations must be submitted electronically to the Secretary by the announced deadline.
(04.03.03) To qualify for a position on the Board of Officers, the candidate must be a current SD Hoops participant (player or non-player) in good standing (no probation or suspensions on-going) and/or have been a SD Hoops participant in good standing from the previous year.
(04.03.04) Each Officer will be elected from the candidates nominated by a majority vote by SD Hoops participants.
(04.03.04a) Each SD Hoops participant will cast his or her vote at a designated time and place prior to the End-of-Year Banquet. Only rostered SD Hoops participants, or Officers, may cast a vote. No absentee or late votes will be considered.
(04.03.04b) An elections committee, consisting of the Commissioner and Secretary, will tally the ballots and report the results to the Board of Officers and the membership at large.
(04.03.05) To be elected, a candidate must win by a simple majority of SD Hoops participants
(04.03.06) In the event of a tie, the Board of Officers shall re-vote within one week of the election.
(04.04) Terms of Office shall adhere to the following schedule:

(04.05) Each Officer shall serve until his/her successor has been qualified and elected, unless such Officer resigns or is removed from office.
(04.06) An Officer may be removed by unanimous vote by the other four Board of Officers. Such removal will only take place if an Officer fails to perform the duties of office, or has violated the rules, procedures, policies or Bylaws of SD Hoops.
(04.07) In the event that an Officer resigns or is removed from office prior to the end of her/his term, the vacancy will be filled by an appointment made by majority vote of the Board of Officers serving at that time, to serve until the next regularly-scheduled election, whether or not the full term is expired at that time.
(04.07.01) In the event of a Commissioner’s resignation or removal, the remainder of the Commissioner’s term will be served by the Assistant Commissioner, and an Acting Assistant Commissioner will be appointed by the Board of Officers.
(04.07.02) In the event of the resignation by or removal of any other Officer, the Board of Officers shall appoint his or her replacement for the remainder of that Officer’s term.
(04.08) It shall be the duty of the Commissioner to:
(04.08.01) Preside at all meetings of the Board of Officers and any meeting including SD Hoops team representatives;
(04.08.02) Direct and manage the policies of SD Hoops;
(04.08.03) Perform duties as many be necessary for the proper and efficient conduct of SD Hoops;
(04.08.04) Act on behalf of SD Hoops in any manner not otherwise addressed in these Bylaws, Policies, or Procedures;
(04.08.05) Create and manage all SD Hoops game schedules, to include competition schedule and assuring gym availability;
(04.08.06) Direct and manage all activities related to any tournament hosted by SD Hoops in San Diego;
(04.08.07) Administer and maintain league e-mail database;
(04.08.08) Serve as a voting officer on the Board of Officers;
(04.08.09) With the Treasurer, oversee collection of annual team fees;
(04.08.10) Oversee the staffing and promotion of offseason Open Gym sessions; Officers are exempt from paying weekly gym fees in exchange for their assistance and service;
(04.08.11) Serve as a tie-breaking vote in any SD Hoops election
(04.09) It shall be the duty of the Assistant Commissioner to:
(04.09.01) Serve as Acting Commissioner in the event that the Commissioner cannot perform duties for the duration of his/her term;
(04.09.02) Administer the process of hiring, staffing, and paying two (2) referees per league game; payments will be scheduled in coordination with the Treasurer;
(04.09.03) Maintain a detailed inventory of SD Hoops-purchased jerseys and oversee the return of jerseys to the Board of Officers no later than two (2) weeks following the conclusion of SD Hoops playoffs; inventory shall contain the following information: jersey number, size, and team name
(04.10) It shall be the duty of the Secretary to:
(04.10.01) Maintain and update the official copy of the Bylaws, Rules Changes, Operating Policies and Procedures, and other SD Hoops documents;
(04.10.02) Record and maintain all meetings minutes;
(04.10.03) Assist Commissioner with all SD Hoops-related communications as needed, including e-mail and marketing materials
(04.11) It shall be the duty of the Treasurer to:
(04.11.01) Act as the chief financial officer in charge of, and with responsibility for, all funds collected directly by, or on behalf of, SD Hoops; or its committees, tournaments, and related activities, while reporting all business at each meeting of the Board of Officers;
(04.11.02) Pay out SD Hoops funds on the order of the Board of Officers;
(04.11.03) Track and help maintain the established SD Hoops annual budget;
(04.11.04) Maintain documents indicating the League’s official bank account, tax ID number, affiliated tax services, PayPal account information, and other information pertinent to all League financial matters.
(04.11.05) Serve as a voting officer on the Board of Officers
(04.12) It shall be the duty of the Webmaster to:
(04.12.01) Maintain and keep current all league-related information on the SD Hoops website (www.sdhoops.net) and social media;
(04.12.02) Report accurate game results and statistics in a timely manner throughout the SD Hoops season
(04.12.03) Manage a functional online registration process to allow for timely participant registration with SD Hoops; registration should be functional no later than twenty-one (21) days prior to the league draft party
ARTICLE 5. MEETINGS
(05.01) Meetings will be set by the Commissioner and be held as needed throughout the year.
(05.02) A special meeting of SD Hoops team representatives may be called by a majority of Board Officers, requiring minimum advance notice of seventy-two (72) hours in advance.
(05.03) Scheduled meetings shall only take place if a quorum is present; a quorum shall be defined as three (3) or more Officers.
ARTICLE 6. LEAGUE FINANCIALS
(06.01) The fiscal year of SD Hoops shall begin on April 1 and end on the following March 31. The official SD Hoops bank account (US Bank) shall be dually managed by the Treasurer and Commissioner.
ARTICLE 7. PARTICIPATION & FEES
(07.01) The Projected Annual Budget prepared by the Treasurer, in consultation with the Board of Officers, shall include, but not be limited to, the following:
(07.01.01) Funds for gym reservations
(07.01.02) Funds for required gym insurance
(07.01.03) Funds for reasonable administrative expenses
(07.01.04) Funds for referee fees
(07.01.05) Funds for possible End-of-Season Banquet expenses, including trophies or awards for: trophies for top three (3) teams, first-place medals, MVP trophy, and Jeremy Parrish Spirit Award.
(07.02) Because individual fees must be assessed before the regular SD Hoops season begins, the Board of Officers will set annual fees based on the current year’s projected annual budget.
ARTICLE 8. SD HOOPS PUBLICATIONS
(08.01) The Bylaws, Rule Changes and Addenda, and Operating Policies and Procedures are to be reviewed and published annually, to be included on the league website.
ARTICLE 9. AMMENDMENTS TO BYLAWS
(09.01) The method by which these Bylaws may be altered, amended, or repealed, and new Bylaws adopted is by a four-fifths (4/5) vote of the current Board of Officers, with all five (5) Officers being present.
